Regarding to considerations on position and character of women have been taken in different societies, maintenance of this position have had different shapes.
Women have no value in Western societies and in some other countries, there are biased ideas on women due to race, ethnic group, special culture that make women to cover full body (including face).
In my opinion, it has nothing to do with Islam but it is the taste and view of people based on their culture who wants to impose it on women by the name of Islam.
Since Islam is most complete and moderate religion it has the best view in this matter which is covering body except face and hands. This hijab is for Muslim women to put them in tranquility and secure while being active in society.
